What we serve

altThe ERU serves, maintains and act to the best interest, on behalf of residents and ratepayers of the Emfuleni Local Municipality.

The ERU demand effective and responsible local governance, therefore act as watchdog over the local municipality and council.

The ERU is a non-party, non-political organization. The EBU strongly opposes politics in the municipal council.


With this in mind, the ERU gains communities support and grows into a dedicated organisation of like-minded citizens since it's inception

As community representative and watchdog, we relies on residents and ratepayers voice and support. We urge Emfulenians to enroll as ERU members.

The ERU is affiliated to the National Taxpayers Union (NTU), who represents more than 300 municipalities across South Africa.

Die EBU dien en sien om na die beste belange van die inwoners en belastingbetalers van die Emfuleni Plaaslike Munisipaliteit.

Die EBU eis effektiewe en verantwoordelike plaaslike regering en tree as waghond op oor die plaaslike munisipaliteit.

Die EBU is 'n geen-party, geen-politiese organisasie. Die EBU keur die bedryf van party politiek in die lokale munisipaliteit en rade, ten sterkste af.

Met dié as agtergrond, win die EBU die ondersteuning van enersdenkende gemeenskaps lede en groei as 'n doelgerigte organisasie.

As verteenwoordiger en waghond van die gemeenskap, benodig ons jou stem en is afhanklik van inwoner- en belastingbetaler ondersteuning. Ons doen 'n ernstige beroep op Emfuliane om aan te sluit

by die EBU.

Die EBU is geaffilieer by die Nasionale Belastingbetalers Unie (NBU) wat meer as 300 munisipaliteite dwarsoor Suid Afrika verteenwoordig.

Emfuleni Geographics

altEmfuleni has two main town centres, i.e. Vereeniging and Vanderbijlpark. The municipality forms the heartland of the formerly known Vaal Triangle, renowned for its contribution to the iron and steel industry in South Africa. It also contains six large townships (Evaton, Sebokeng, Sharpeville, Boipatong, Bophelong and Tshepiso), which currently lack the facilities generally associated with towns of their size. There are a number of small settlements, mostly within approximately six kilometers of the above towns, i.e. Bonanne, Steelpark, Duncanville, Unitas Park, Sonland Park, Waldrift, Rust-ter-Vaal, Roshnee and Debonair Park. The area also comprises a number of large residential areas, all of which require considerable investment in infrastructure and environment upgrading.

Ons ervaring van die publiek se geesdrif by vanjaar se Transvalia Opelug-skou was ‘n riem onder die hart. Ons het nooit besef hoeveel mense (belastingbetalers) ons ondersteun nie.

Mense sal verbaas wees om te weet hoe min inwoners werklik in die verlede belang gestel het in die “Property Rates Policy�. Meeste van ons het maar altyd geglo dat die munisipaliteit ons belange op die hart dra en ons nooit benadeel nie. Wel, Emfuleni het wakker geskrik. Die paar mense wat nog altyd in die verlede net vertoë geskryf het, of briewe aan die media, het nou hul kragte saam gesnoer. “The dragon is awakening�.

Belastingbetalers wat ons stalletjie bygewoon het by die skou, het ons verstom met hul entoesiasme. Ons eie, dinamiese Thomas du Toit, het die stalletjie beman. Hy rapporteer dat die angs, frustrasie en moedeloosheid wat mense openbaar het, aangrypend was.

So, Meneer die Burgemeester, na wat u in ‘n Nuwejaarsboodskap so duidelik gesê het, naamlik dat die belastingbetalers gelukkig en tevrede is, het ek het nuus vir u: Emfuleni se belastingbetalers is nie een gelukkig nie.

Ons bou momentum op, en niks of niemand gaan ons stop nie. Gee gehoor aan elke klag of dispuut of julle gaan die wrang vrugte van jul drakoniese erfbelasting pluk.

Municipal Property Rates Act - Public Hearing - ERU submission on 26 April 2010 PDF Print E-mail

The Ministry of Cooperative Governance and Traditional Affairs undertook public hearings in all 9 province on the Municipal Property rates Act between 6 April and 30 April 2010. The purpose of the public hearings is to engage members of the public and ratepayers in general (e.g. organised agriculture, ratepayers' associations, owners of public service infrastructure, community organisations and representatives, business, industrial and mining chambers/representatives)with respect to some of the key proposals to the Act and to get their views on these proposals as well as on how they think the Act can be improved.

Emfuleni Ratepayers Union (ERU) submission were presented to the ministry on 26 April 2010.

The 2010 / 2011 Proposed Property Rates Policy  was available for public comment. Window period for comments closed 14 May 2010.

The 2010 / 2011 Property Rates will become effective as from 1 July 2011.

The Emfuleni Ratepayers (ERU) comments to the proposed 2010 / 2011 was duly submitted on Friday, 14 May 2010.

R 1,6 million for Emfuleni Municipal Manager exclude bonusses PDF Print E-mail

Mr Sam Tshabalala, newly appointed Municipal Manager for Emfuleni Municipality, will receive R 1,6 million per year salary, exclude performance bonusses.

The mayor approved the salary of the new Municipal Manager on own accord after the matter was unsuccessfully dealt with in two remuneration committee meetings.

The five Deputy Municipal Managers and CFO already appointed, cost Council a further R6 million per annum.

IT IS NOT DIFFICULT TO UNDERSTAND WHY NOT ENOUGH MONEY IS AVAILABLE IN THE EMFULENI LOCAL MUNICIPALITY TO DELIVER PROPER SERVICES TO THE COMMUNITY.

"Minister Sicelo Shiceka, Minister for Provincial and Local Government, warned against high salaries for municipal employees, yet Emfuleni continues to pay excessive high salaries".

More than double the inflation rate increase for new Emfuleni property rates PDF Print E-mail

Emfuleni Municipality is currently reviewing the property rate income for the new 1 July 2010 - 31 June 2011 period.

Increase on property rate income will be slapped two-fold onto the Emfuleni ratepayers, i.e:

The NETT increase on property income taxes for the 2010-2011 period will be more than double the official national inflation rate..!

All ratepayers are encouraged to comment and give inputs on the proposed new property rate tariffs
